Mr. Jewers moved the adoption of the following resolution.

WHEREAS, for cost saving purposes and program efficiency it is the desire of the County Commissioners of Putnam County, Ohio to transfer Child Support employees as of January 1, 2010 from the Child Support Enforcement agency to the Putnam County Job and Family Services Agency

and,

WHEREAS, Child Support and Job and Family Services are both under the authority of the office of Putnam County Commissioner this will be considered a lateral transfer of positions

and,

WHEREAS, with this transfer comes the necessity to create and approve a new Putnam County Job and Family Service Table of Organization; Child Support Position Titles, Class Numbers, Position Control Numbers, assign pay ranges and probationary periods to become effective beginning January 1, 2010.

and,

WHEREAS, compensation levels for attorney positions who provide legal services for Child Support has previously been set at a flat rate of fifty dollars ($50.00) per hour  by the Court of Common Pleas will remain the same as depicted on the Putnam County Job and Family Services Revised August, 2009 Salary Schedule.          

Now therefore be it,

RESOLVED, The Board of County Commissioners does hereby approve for Putnam County Job and Family Services the newly revised Putnam County Job and family Services Table of Organization; new Class Titles: “Child Support Case Manager”, pay range twenty eight (28) IM,WFD,BO with Class Number 30413 and Position Control Numbers: 32001.0, 32002.0, 32003.0, 32004.0 and 32005.0, Class Title “Attorney” pay range thirty three (33) Class Number 70121, Position Control Numbers; 32006.0 and 32007.0, Class Title “Case Manager/Investigator Supervisor I pay range thirty one (31) with Class Number 30144, Position Control Number 32008.0 furthermore, probationary periods for the class titles noted above will follow the same time period as present JFS positions currently set at two hundred and forty (240) days.

Mr.     Love                 moved the adoption of the following resolution.

WHEREAS, Ohio Administrative Code section 1501:9-1-22  requires that boards of County Commissioners (BOC) notify ODJFS by resolution of its intent to combine family services agencies ninety days prior to a proposed merge of  county agencies,

and,

WHEREAS, it is the desire of the Board of County Commissioners of Putnam County, Ohio to combine the following family services agencies, The Putnam County Child Support Enforcement Agency and the Putnam County Job and Family Services which already includes Children Services and Workforce Development  for the purpose of enhancing the efficiencies, organizational structures and for prudent fiscal management; and to better communicate and coordinate services to clients through greater collaboration.

Now therefore be it 

RESOLVED, The Board of County Commissioners does hereby approve and re-designates the Putnam County Child Support Enforcement Agency and the Putnam County Job and Family Services combining both agencies, with the Putnam county Job and Family Services having administrative and supervisory authority and responsibility for the operations of the child support enforcement division as one family services agency to become effective the first day of    January ,2010.

BE IT FURTHER RESOLVED that this re-designation is subject to limitations set forth under both federal and state laws.

Mr.            Jerwers                 moved the adoption of the following Resolution:

WHEREAS, the attached Merger Plan has been developed in accordance with Ohio Administrative Code Section 5101:9-1-22 and the Ohio Department of Job and Family Services Cost allocation plan.

Now therefore be it 

RESOLVED, The Board of County Commissioners does hereby approve the Merger Plan between the Putnam County Job and Family Services and Putnam County Child Support Enforcement Agency for the proposed merger dated of January 1, 2010.

Mr.     Love                 moved the adoption of the following Resolution:

WHEREAS, The Board of Commissioners of Putnam County has established and approved an Ohio Enterprise Zone with an Ohio Department of Development designation of 191 and said zone includes real property owned by Verhoff Machine & Welding, Inc., 7300 Road 18, Continental, OH  45831.

now therefore, be it

RESOLVED, The Board of County Commissioners of Putnam County does hereby approve of the Ohio Enterprise Zone Agreement between the Board of County Commissioners and Verhoff Machine & Welding, Inc. granting 100% exemption on Real Property for a period of 15 years for which said Real Property would have become taxable had those values been placed on the tax duplicate by the Putnam County Auditor. 

ALSO BE IT RESOLVED, The Board of County Commissioners approve this Enterprise Zone Agreement on the condition that an annual 25% “payment in lieu of taxes” be distributed to the involved entities, with Miller City-New Cleveland School District’s portion being split with 75% being paid to the Greensburg Township Trustees and 25% to the Putnam County Commissioners.  The Putnam County Commissions further agree if the law changes and the schools foundation money would not be affected concerning the 25% “payment in lieu of taxes” the original schools portion would revert back to Miller City- New Cleveland School District.
