Mr. Schroeder moved the adoption of the following Resolution:

WHEREAS, It has been deemed necessary to advertise for sealed bids for the furnishing of the necessary materials and construction of the Put-TR G-14.00 bridge replacement over Miller City Cut-Off.

now therefore, be it

RESOLVED, Sealed bids will be received at the office of the Putnam County Commissioners, Court House, Ottawa, Ohio, until 10:00 a.m. on the 14th day of May, 2009, at which time they will be opened and publicly read aloud for the construction of a new 75 foot long single-span bridge over Miller City Cut-Off with a total project length of 250 feet.

and be it further

RESOLVED, The contract documents, including plans and specifications, are on file at the office of the Putnam County Engineer’s office, and the Engineer – Poggemeyer Design Group, Inc., (PDG). A set may be obtained for $40.00 from the Putnam County Engineer’s office. Checks must be made payable to the Putnam County Engineer. The deposit for the plans and specifications is non-refundable. The engineer for the project is Poggemeyer Design Group, Inc., 1168 North Main Street, Bowling Green, Ohio 43402.

and be it further

RESOLVED, All bids must be signed and submitted on the blanks which are bound in the booklet. Bids must state the unit prices in the blanks provided and be enclosed is a sealed envelope marked “PUT-TR G-14.00 Bridge Replacement” and addressed to the Putnam County Commissioners, 245 East Main Street, Suite 101, Ottawa, Ohio 45875-1968.

and be it further

RESOLVED, The bid guaranty may be of two forms:

1. A bid guaranty and contract bond using the form in the contract documents. (The amount of the bid does not have to appear on this form.)

2. A certified check, cashier’s check or letter of credit in favor of the Putnam

County Commissioners, in the amount of 10% of the bid. If the contract is

awarded, a contract bond will be required, which is 100% payment and

performance bond.

and be it further

RESOLVED, After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Putnam County, Ohio.

and be it further

RESOLVED, The successful bidder will be required to pay Davis-Bacon wage rates.

and be it further

RESOLVED, All contractors who bid on this project will need to be prequalified by ODOT as a Level 1 bridge contractor.

and be it further

RESOLVED, The Putnam County Commissioners reserve the right to reject any or all bids and to waive any irregularity in any bid and to determine the lowest and best bidder.

and be it further

RESOLVED, No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids.

and be it further

RESOLVED,The estimate for the cost of construction is $388,000.00.

Rick Rosengarten met with commissioners Schroeder and Jerwers. He said interested in running the transfer station and would haul leachate.

Agenda. Present were commissioners Schroeder and Jerwers and clerk Betty Schroeder. Commissioner Love was absent as he was attending a meeting in Defiance.
