Mr. Schroeder  moved to approve the agreement between the sheriff and the Village of Miller City for part-time police protection. A deputy sheriff is to work 2.5 hours every Friday and 3 hours every Saturday. The Village will pay the sheriff $40.00 per hour for each hour worked. Contract is effective January 1, 2009 for one year.

Mr. Jerwers            moved the adoption of the following Resolution:

WHEREAS, It has been deemed necessary to advertise for sealed proposals for Item #448 asphalt concrete for the maintenance of selected Putnam County roads.

RESOLVED,  All bids shall be sealed and addressed to the Board of Putnam County Commissioners, 245 E. Main Street, Ottawa, Ohio 45875 and marked “Sealed Bid – 2009 Putnam County Engineer’s Road Program” on the outside of the envelope.

and be it further

RESOLVED, Sealed proposals will be opened publicly and read in  the office of the Putnam County Commissioners, Court House, Ottawa, Ohio, at 9:30 a.m. on the 16th day of April, 2009, for the purchase of approximately 10,000 tons of #448 asphalt concrete, application of approximately 10,000 tons of asphalt concrete and a per CY unit bid for a motorized, self-loading trenching machine. Bid items will include purchase of approximately 10,000 tons of  item #448 asphalt concrete, application of approximately 10,000 tons of asphalt concrete and a per CY unit bid for a motorized, self-loading trenching machine. Each proposal must contain the full name of party submitting the bid and the bidder is required to furnish a bid guarantee in accordance with ORC section 153.54 and 153.571.

RESOLVED, Contracts may be awarded on the basis of separate line item proposals, combined proposals and/or alternates, whichever is to the best advantage of the Putnam County Commissioners. Bidders must be prequalified with ODOT as per  5525.02 ORC.

RESOLVED,  Bid documents  are available, beginning April 1, 2009,  in the Putnam County Engineer’s Office located on the second floor of the Putnam County Court House.

RESOLVED,  The Putnam County Commissioners reserve the right to reject any  and all bids or to accept the lowest legal bid deemed in the best interest of the county, and to waive informalities per ORC 9.31.

Mr.   Love   moved the adoption of the following Resolution:

WHEREAS, Putnam County Job and Family Services leases from the Board of County Commissioners office space at 1225 East Third Street, Ottawa, Ohio.

and

WHEREAS,  The Board of County Commissioners and  the director of  Job & Family Services have agreed that the yearly lease on said building is the amount paid each year toward  the debt  on the building.

WHEREAS, According to the records on file in the auditor’s office, the building has a 40 year useful life.

and

WHEREAS,  During a recent monitoring of the Putnam County Job & Family Services it was discovered that according to the architect the building  only has a useful life of 20 years.

now therefore, be it

RESOLVED,  Effective February 1, 2009, the Board of County Commissioners does hereby agree to suspend payments made by the Putnam County Job & Family Services until the issue regarding the useful life of the building can be rectified.

and be it further 

RESOLVED,  The Board of County Commissioners does hereby agree to cancel the lease agreement approved on December 15, 2008, and to enter a new lease agreement reflecting the reduction in lease payments.

WHEREAS, The Putnam County Commissioners received a recycling grant that included several stipulations.

WHEREAS, To assist in meeting several of the stipulations, the Board of County Commissioners on September 18, 2008, entered into a memorandum of understanding with the Putnam Soil & Water Conservation District to have the education specialist in their department assist in the requirements of the grant.

and

WHEREAS, The Board of County Commissioners has learned that several obligations were not being met and felt it necessary to have the duties performed internally.

now therefore, be it

RESOLVED, The Board of County Commissioners does hereby  cancel the memorandum of understanding with the Putnam Soil & Water Conservation District approved on September 18, 2008, and recorded in Comm. Jrl. 93, Pages 176 and 177.

Village of Ottawa personnel Jack Williams, Jeff Loehrke, Jason Philips, Melissa Babcock, Barb Brickner, Mayor Ken Maag, Councilman Dave Beckett John Kahle, former maintenance contractor for S.D. 1 system, Prosecutor Gary Lammers; Ottawa village solicitor Joe Schroeder  along with several S.D. 2  residents including Leon Fuerst and several S.D.1 residents including Don Gerding met with commissioners Schroeder, Jerwers and Love and administrator Jessica Trinko regarding sewer rates.

The prosecutor met with commissioners Schroeder, Jerwers and Love on several issues.

 

11:15 a.m.

A conference call was held with the governor regarding the economic stimulus package.

Commissioners Schroeder, Jerwers and Love; administrator Jessica Trinko met with Jeff Vance, Columbus Grove village administrator. Schroeder said we have a water system being checked everyday and we have to do reports, wondering about the possibility of services of you doing that for us.

 

3:30 p.m. – 3:55 p.m.

Commissioners Schroeder, Jerwers and Love; administrator Jessica Trinko met with Kevin Kaiser of FNS, recycling center in Ottawa.
