Mr. Jerwers   moved to approve the lease agreement with  Charles Niese for lease of 8.5 acres of land by the jail/sheriff’s office.

Mr.   Schroeder  moved the adoption of the following Resolution:

WHEREAS,  The Board of County Commissioners approved a resolution on June 2, 2000, and recorded in Comm. Jrl. 68, Pages 184 and 185, establishing a depreciation schedule established by the Putnam County Auditor to be used for GAAP purposes for enterprise funds.

and

WHEREAS, Listed on the resolution the  depreciation schedule for buildings is 25-50 years.

and

WHEREAS,  The Board of County Commissioners has agreed this is too many years for buildings and should be lowered.

now therefore, be it

RESOLVED,  The Board of County Commissioners does hereby agree to lower the depreciation schedule for buildings to 20-40 years.

Mr.   Love   moved the adoption of the following Resolution:

WHEREAS, The Board of County Commissioners does not have an operator of record for PutCo Water/Sewer District and Water District No. 1.

and     

WHEREAS, The Board of County Commissioners deems it necessary to appoint an operator of record for the water districts.

now therefore, be it

RESOLVED,  The Board of County Commissioners does  hereby appoint The Village of Ottawa as operator of record for the water districts owned and operated by the Board of County Commissioners.

Mr.   Love   moved the adoption of the following Resolution:

WHEREAS, Ohio Revised Code Section 6117.02 states that rates charged for the use of sewerage treatment shall be at least sufficient to pay all the costs of operation and the maintenance of improvements.

and

WHEREAS, The Village of Ottawa has increased their rates  the past  year and the Board of County Commissioners deems it necessary to adjust the rates to accommodate the increase.

and

WHEREAS, Maintenance and operational expenses have also increased.

now therefore, be it

RESOLVED,  The Board of County Commissioners does hereby set the monthly fees for Sewer District No. 1 as follows:

Residences outside village boundaries……$80.00 per month (was $70.00)

Residences inside village boundaries……...$25.00 per month (was $20.00)

and be it  further

RESOLVED,  Said increase is for service effective January 1, 2009.

Mr.  Schroeder    moved the adoption of the following Resolution:

WHEREAS, As allowed by Ohio Revised Code Section 1907.24(B)(1) the Court has determined extra fees be charged at the commencement of certain cases effective March 1, 2009.

and

WHEREAS, An additional fee of nine dollars ($9.00) will be charged on all civil cases filed (excluding small claim cases), an additional fee of twenty-five dollars ($25.00) will be collected on all garnishment deposits and an additional fee of ten dollars ($10.00) shall be charged on all new criminal cases filed in Putnam County Court. These monies will be collected pursuant to Local Court Rule 7 and shall be maintained by the county auditor in a separate account to be disbursed upon an order of the Putnam County Court.

now therefore, be it

RESOLVED, Upon the request of Teresa Lammers, Clerk of Courts, The Board of County Commissioners does hereby request the Putnam County Auditor to establish a new fund  entitled:

Fund 150  – County Court Special Projects

and be it further

RESOLVED, The Board of County Commissioners does hereby request the Putnam County Auditor to establish the following appropriation line for Fund 150:

                                               150 EXP – Expenses

and be it further

RESOLVED, The Board of County Commissioners does hereby request the Putnam County Auditor to establish the following revenue line for Fund 150:

George Brake of Van Wert Solid Waste Recycling met with commissioners Schroeder, Jerwers and Love and Jessica Trinko administrator and Brenda Bruce  regarding recycling.

Putnam Pierman met with commissioners Schroeder, Jerwers and Love. Also present was Lisa Greear, grants/wage coordinator.
