COMBINED AGENCY
RESOLUTION
The Board of County Commissioners of Putnam County, Ohio met in regular session on
the 25th day of September, at the office of said Board with the following
members present: Vincent T. Schroeder, Travis A. Jerwers and John E. Love.
WHEREAS, Kim T. Diamond, director of the Putnam County Job and Family Services has explained the necessity to update the Putnam County Plan of Cooperation between the Putnam County Commissioners and the Putnam County Job and Family Services to include Child Support Enforcement as part of the newly re-designated triple combined agency becoming part of the Putnam County Job and Family Services effective January 1, 2010.
now therefore be it,
BE IT RESOLVED,
the Putnam County Commissioners authorizes the Putnam County Job and Family
Services to provide the services in the following program areas and furthermore approves the following updated
Plan of Cooperation .

Public Assistance, Children Services, Child Support Enforcement and Workforce Development
Effective
January 1, 2010 The Putnam County Job and Family Services will transform from
its current double combined status that includes The Workforce Development
Agency to become a triple combined agency with the addition of Child Support
Enforcement. The aforementioned Departments within the Putnam County Job and
Family Services agree to collaborate to enhance customer services and
assistance for individuals and families alike and to exchange information when
allowable under Federal and State confidentiality laws and regulations. Internal sharing of case specific
information will be handled on a need to know basis. When situations occur in
which the client may be receiving services from a number of different agency
programs and there is a need to coordinate those services the sharing of information
internally may be acceptable provided proper protocol and precautions are
followed. At no time will staff access or read case documentation outside their
assigned case load. At no time will Income Eligible Verification System (IEVS)
information, Tax Offset Program information (TOP), Federal Tax Information
(FTI), Children Services or Adult
Protective case information be viewed by anyone other than the person working
on the case or persons who are on a need to know basis.
While all agency departments have their own designated funding sources which will be fully utilized. The agency fiscal department will coordinate with each department to maximize available funding sources for accomplishing the goals of the agency and each department. All available Federal, State and Local funding sources will be utilized to meet the appropriate program and agency needs while remaining within the guidelines set by Ohio Administrative Code.
